Cardiff Council is moving towards a procurement-led approach to funding third sector partners from April 2013, to replace its current grant funding arrangements. This new approach will include generalist advice services currently delivered by a range of third sector providers across the city.

In order to ensure a comprehensive needs assessment is available to inform the development of this new approach, the Council is seeking to commission additional advice services to test demand and evidence the effectiveness of specific interventions.

Provision of these services will inform the new commissioning process which will be developed throughout 2012. Through monitoring, testing and reviewing services, the Council will ensure that future provision addresses demand and is based on the advice needs of Cardiff citizens.

Advice sessions form an integral part of services currently delivered from local 'Hubs' in the city - currently in St Mellons and Llanrumney with further Hubs planned. The Hub concept is to deliver a range of services, including those provided by external partners, from a single community location. This method of service delivery focuses on the needs of the local community, and aims to remove barriers to customer access. The Council is currently testing the Hub concept and this short-term funding opportunity will aid in this process.
